The classic Measurement have the weakness, if an item or quesioner replied by different testee group, hence the item characteristic generally will be change to alter. Equally that item difficulty wil be change, because answered by different competitor group.This matter is the weakness from the classic measurement.

Modern measurement aim to eliminate the weakness of the classic measurement. Especial target of modern measurement is discharge not apart its between the item tes with testee. With the modern measurement, the character of item will being equal, not become problem the which testees do it. That way also, the characteristic of testee will being equal, not become problem the which item answered to.
